An empty layer can mean either “mapping covers this site and no features intersect it” or “no published dataset covers this location.” Those are materially different conclusions.
DATASETS.txt and datasets.json state which result applies to every selected overlay and separately identify deliberate state restrictions or upstream outages.
Evidence from the current sample
The sample site includes seven planning-zone features and six heritage features. Flood, bushfire and geohazard layers were assessed with no intersecting features, and the manifest records that result explicitly rather than silently omitting them.
The exported geometry helps you map context and coordinate early work. It does not decide development rights or replace formal searches.
