Due diligence on a sloping infill block: a worked example
Property due diligence on a sloping suburban infill block runs in a set order: confirm the zoning and what the lot can be used for, read the overlays that constrain a build (bushfire, landslide, flood, character, heritage), find the easements and services, then translate slope and geology into what the earthworks and footings will cost. This article follows one invented lot through that sequence so you can see what each finding changes about the decision.
The site is hypothetical. Picture a battleaxe-shaped rear lot in an established western Brisbane suburb, roughly 600 square metres, falling from the street down towards a gully at the back, with older houses on either side and a mix of timber-and-tin and post-war brick nearby. No real address, lot number, price or measurement below is one you should rely on for a specific property. It is an illustration of method.
Step 1: read the zoning and what the land can be used for
The first pull is the zone. On our block the council planning scheme maps it Low density residential. That sets the baseline: a dwelling house is almost always acceptable, a dual occupancy or secondary dwelling may be code-assessable depending on the scheme version, and a small unit block is unlikely without a zone that supports it.
The zone alone does not settle whether the yield in the agent's pitch is real. Minimum lot size for subdivision, frontage rules and the battleaxe access handle width all sit in the scheme's tables. What it changes: if the block is code-assessable for the intended use, the pathway is faster and cheaper. If it triggers impact assessment, budget for public notification and a longer approval.

Step 2: work through the overlays, worst first
Overlays are the mapped constraints layered over the zone. On a sloping block near a gully, four matter most.

On our lot the landslide overlay catches the rear third, the bushfire overlay catches the vegetated gully edge, and a character overlay covers the street. Each is a separate deliverable and a separate cost, so identify all of them before commissioning anything.
The character overlay changes the demolition question
Brisbane and several South East Queensland councils protect pre-1947 timber housing through a character or traditional-building overlay. If an existing house on the block is caught, demolishing or substantially altering it becomes assessable, and full removal is often refused. On an infill block bought to knock down and rebuild, that is the finding that can end the deal. Check it before the building inspection, not after.
The heritage question is separate from character
Character overlays protect a streetscape era. Heritage listings protect specific places, and they sit on state and local registers that a zoning search does not always surface. Run the heritage check as its own step; the method is in how to check if a property has a heritage listing before you buy.
Step 3: read the flood mapping, then read the ground
The gully at the rear means overland flow. Council flood mapping may show a defined flow path across the low corner, or it may show nothing because the catchment is small and unmodelled. Both outcomes need a second read against ground elevation, because an absence on the map is not an absence of risk. Compare the mapped overlay with the actual fall of the land using the approach in flood overlays versus actual flood risk.
What it changes: a flow path across the buildable area pushes the house up the slope and raises the finished floor level, which feeds straight back into the earthworks in the next step.
Step 4: turn slope and geology into earthworks and footings
The fall from street to gully is the cost driver on this block. A steeper slope means more cut, more fill, or a suspended floor and piers instead of a slab on ground. The desktop questions are: what is the geological unit, how deep is the rock, and is any of the existing pad fill.
Much of western Brisbane sits on clay weathered in place from sedimentary and volcanic units, which commonly classifies M, H1 or H2 under AS 2870 for characteristic surface movement (ys, the amount the ground surface rises and falls with moisture). If the rear of the lot has been built up over the years with imported material, that fill has no cracked zone and can lift the classification. Reading nearby bore logs for refusal depth tells you whether footings and any pool will be dug with a bucket or need a hammer; the method is in depth to bedrock.
What it changes: a cut-and-fill pad on reactive clay near a gully points towards a deeper investigation and possibly a Class P design, where the site cannot be classified under AS 2870 alone and needs site-specific footings. That is a different budget from a two-borehole classification on a flat block.
Step 5: pull the title and find the easements and services
The title search on a battleaxe lot often reveals a right-of-way over the access handle, and a sloping block near a gully frequently carries a drainage or sewer easement along the low boundary. An easement is a right for someone else to use part of your land, and you cannot build over it. On this lot a rear drainage easement would sterilise the flat gully-side strip that looked like the obvious building envelope. Read what the lines mean in easements explained.
What it changes: the easement, the flood flow path and the landslide overlay together define the real building envelope, which is usually smaller than the lot suggests.
Step 6: line the findings up against the Form 2 disclosure
Since 1 August 2025, a Queensland seller must give a buyer a Form 2 disclosure statement under the Property Law Act 2023. It is a real help, and it has deliberate gaps. Form 2 Part 3 covers matters such as the zone, whether the lot is on a heritage register, and certain contamination register listings. It does not cover flood or other natural hazards, planning limits on how you can use the land, or whether services are connected.
On our worked example, that means Form 2 might confirm the zone and a heritage register status, but it will not tell you about the gully flow path, the landslide overlay, the character controls on demolition, or the earthworks the slope demands. What the sequence produced
Run end to end, the block that read as a straightforward knock-down-rebuild came back as: buildable, but with a smaller envelope than the lot area suggests, a demolition control on the existing house, a bushfire construction standard, a flow path to design around, and a slope that points to a deeper geotechnical investigation. None of that means walk away. It means the offer, the conditions and the build budget are written with eyes open rather than after settlement.
