Buying a coastal lowland lot: a due diligence walkthrough
The order of checks on a coastal lowland lot is flood first, then acid sulfate soils, then zoning and use limits, then the title, then the seller disclosure. Flood exposure and low elevation change what you can build and how much it costs to build it, so they decide whether the rest of the investigation is worth doing. This article follows one invented lot through that sequence to show what each finding changes about the decision. The lot is illustrative. It has no address, no lot number and no price, and nothing here is advice on a specific property.
The site
Call it a level residential lot in a coastal lowland pocket on the NSW mid-north coast, roughly a kilometre back from the estuary, in an area of former floodplain now zoned for housing. Surface elevation looks low. The listing photos show flat ground, a drainage swale along one boundary and mature paperbarks nearby, which on coastal lowland tends to signal a high water table. That is enough to start a desk review before booking an inspection.

Step 1: flood, because it decides everything downstream
The first question is whether the lot sits in a mapped flood area, and at what level relative to the ground.
Coastal lowland lots face three sources at once: catchment flooding from upstream rainfall, local stormwater that ponds because the ground is flat, and, near estuaries, tidal and storm-surge inundation. The council flood study and the flood planning area mapping cover the first. Elevation against the flood planning level covers whether the pad sits above or below the design flood.
For this lot, assume the flood mapping puts it inside a flood planning area, with a flood planning level a little above the natural ground surface. That single finding sets the floor level for any dwelling, drives a likely fill-and-compaction requirement, and flags that flood-compatible materials and possibly a rise in habitable-floor height will apply. It also means you read the mapping properly rather than the colour: the difference between the flood overlay and the actual flood behaviour is the difference between a manageable fill job and a lot you should walk away from.
A quick screen of source versus elevation is worth running before the inspection, because the two answer different questions:

If the flood finding is severe, you can stop here. On this lot it is a constraint, not a deal-breaker, so the review continues.
Step 2: acid sulfate soils
Low coastal land is where acid sulfate soils live. These are naturally occurring soils and sediments containing iron sulfides that stay stable while waterlogged but produce sulfuric acid when exposed to air, which happens as soon as you excavate or dewater below the water table.
NSW maps acid sulfate soil risk on planning certificates and in council overlays, graded by the depth at which disturbance triggers a management requirement. On a lot this low, assume the mapping shows a class where works below the natural ground surface, or dewatering, trigger an acid sulfate soils management plan. That matters here because Step 1 already told you the lot needs fill and probably a raised pad, and it may need footings that reach below the water table. The two findings interact: the flood response pushes you to excavate or dewater, and the acid sulfate mapping tells you that doing so has a cost and a consent condition attached. Step 3: zoning and what the zone lets you do
With the hazards understood, the next question is whether the use you have in mind is permitted. Zoning sets the permitted and prohibited uses, and the development standards set the numbers: minimum lot size for a dwelling, floor space ratio, height, setbacks.
For a single dwelling in a residential zone this is usually straightforward. It stops being straightforward the moment you want two dwellings, a secondary dwelling, or a subdivision. On a coastal lowland lot, the flood controls often override the zoning envelope: a zone might permit a two-storey dwelling, but the flood planning level eats the ground floor and the effective building envelope shrinks. Check the permitted use and the standards together, and read them against the flood floor level you established in Step 1. If the plan was to develop rather than just build a house, the question of whether the planning limits allow it has to be settled before contract, not after.
Step 4: the title, easements and drainage
Now read the title. On lowland lots the recurring issue is drainage: inter-allotment drainage easements, sewer or stormwater lines crossing the lot, and the setback rules that come with them. A drainage easement along the low boundary can rule out building over that strip, which on an already-constrained flood lot can leave very little usable pad. Easements are lines on a plan with real consequences for where a footing can sit, and what those lines mean is worth understanding before you sign anything.
Step 5: the seller disclosure, and what it leaves out
In NSW the seller attaches a contract with prescribed documents, and the buyer relies on the section 10.7 planning certificate for the planning picture. The section 10.7 certificate carries the line items behind most of the checks above: the zone, whether the land is flood-related development controlled, acid sulfate soils risk, and heritage. Read those line items against the mapping you have already pulled, because the certificate confirms which controls apply but does not model the flood behaviour or tell you the fill volume.
Queensland buyers on an equivalent lot now receive a Form 2 seller disclosure statement, mandatory since 1 August 2025 under the Property Law Act 2023. It is worth naming what it does not cover: Form 2 deliberately excludes flood and natural hazard information, planning limits on use, and connected services. On a coastal lowland lot, those exclusions are the whole story. The disclosure will not tell a Queensland buyer whether the lot floods or whether it sits on acid sulfate soils, so the buyer still runs Steps 1 to 4 independently.
Where the review lands
By the end, this hypothetical lot reads as buildable but constrained: a flood planning level that raises the floor and needs fill, acid sulfate soils that add a management plan and cost to any excavation or dewatering, a zoning envelope squeezed by the flood floor, and a drainage easement that limits the pad. None of that is fatal. All of it is worth knowing before you commit a price, because each finding either adds cost or removes an option, and together they decide whether the lot suits your plan.
